Debt and Pensions Could Threaten the Texas Boom

By applying free-market principles and extending a friendly hand to business, Texas has experienced a post-recession economic boom that’s unrivaled by any state other than shale-rich North Dakota. But even the bright Texas horizon has a few dark spots. As Steven Malanga at City Journal notes today:
Thanks to its low state debt, Texas enjoys a reputation for budgetary restraint. Yet as Texas comptroller Susan Combs found to her dismay, the state’s towns, cities, counties, and school districts have racked up the second-highest per-capita local debt in the nation, behind only New York’s spendthrift municipalities. The total, nearly $8,000 per resident, is more than seven times higher than Texas’s per-capita state debt. Over the last decade, local debt in the Lone Star State has more than doubled, growing at twice the rate of inflation plus population growth. At the moment, Texas localities owe $63 billion for education funding—155 percent more than they did a decade ago, though student enrollment and inflation during that period grew less than one-third as quickly. The borrowing has also paid for a host of expensive new athletic facilities, such as a $60 million high school football stadium, complete with video scoreboard, in the Dallas suburb of Allen.
So while Texas’s state officials, led by thrifty Governor Rick Perry, generally do a bang-up job, the Lone Star State’s localities are borrowing with abandon. As Malanga observed in another piece from earlier this year, Texas’s high school football culture has something to do with that:

ROMNEY WARNS AGAINST GOVT SHUTDOWN TO STOP OBAMACARE

Former Republican presidential nominee Mitt Romney jumped into the debate over the GOP's future Tuesday night, warning congressional Republicans against forcing a government shutdown in their quest to stop President Barack Obama's signature health care law.

Romney addressed more than 200 donors on the shores of Lake Winnipesaukee at a fundraiser for the New Hampshire Republican Party, staged just four miles from the vacation home where he has spent much of the summer with his family. The event was closed to the media, but his office released his prepared remarks.

Romney, 66, warned congressional Republicans against letting emotions drive their decisions.

"I badly want Obamacare to go away, and stripping it of funds has appeal. But we need to exercise great care about any talk of shutting down government," Romney said in the first speech of its kind since his November election loss to Obama. "What would come next when soldiers aren't paid, when seniors fear for their Medicare and Social Security, and when the FBI is off duty?"

He continued: "I'm afraid that in the final analysis, Obamacare would get its funding, our party would suffer in the next elections, and the people of the nation would not be happy. I think there are better ways to remove Obamacare."

Romney did not criticize anyone by name, but he dismissed the very strategy employed by some of his party's biggest names _ potential 2016 presidential candidates among them. Sens. Marco Rubio of Florida, Ted Cruz of Texas and Mike Lee of Utah are urging Republicans to swear off voting for any year-end spending bill that includes money for the president's health care law. The federal government will close if Congress doesn't approve a stopgap funding bill by the fiscal year's Sept. 30 end.

Weiner to 69-year-old at AARP event: “What are you going to do about it, grandpa?”

If you can’t win, you might as well go down swinging.
At an AARP-Univision mayoral forum this morning, mayoral contender Anthony Weiner pulled out the age card to taunt his most vocal challengers, 69-year-old Doe Fund founder George McDonald. Weiner is 48.
Before the debate, Weiner put a hand on McDonald’s back and said hello, prompting McDonald to reply: “I would appreciate if you would never touch me again.”
Weiner retorted: “What are you going to do about it, grandpa?” according to two sources.
A mild overreaction by McDonald, but in his defense, who knows where that hand has been? Speaking of which, watch below as the future First Gentleman of the United States does his “Anthony who?” shtick when asked about the mayoral race. Nice job by the reporter too in reminding the world that the Clintons are sufficiently close to Weiner and his wife (“a surrogate daughter”) that Bill ended up officiating at their wedding. Makes the “we have lots of buddies in the mayor’s race” spin that follows ring even hollower than it otherwise would have.
How bad must a sex scandal smell to make even the Big Dog run from the stench? This bad:
Serial sexter and mayor wannabe Anthony Weiner appeared to be embracing his embarrassing online pseudonym and encouraged crowds that chanted, “Carlos!” and “Carlos Danger!” while marching in the Ecuadorian pride parade yesterday.
Sporting bright blue pants, a bullhorn and an Ecuadorian flag, Weiner repeatedly shouted, “Que viva Ecuador!” to the crowd as he energetically ran down Northern Boulevard in Queens with his loyal interns following.

Doctors discovered the blockage on Monday during Bush's annual physical at the Cooper Clinic in Dallas, according to a statement from spokesman Freddy Ford. They recommended a stent to open the blockage, and Bush, 67, underwent surgery on Tuesday morning at Texas Health Presbyterian Hospital, the statement said.

The former president was "in high spirits, eager to return home tomorrow and resume his normal schedule on Thursday," Ford said.

Bush was known as a fitness enthusiast during his two terms in the White House, from 2001 to 2009, and liked to run before knee pain led him to do more bicycling.

Since leaving the White House, Bush has participated three times in the 100-kilometer (62-mile) Warrior 100K bike ride along with 20 wounded military veterans. He has also taken up painting, signing works "43" for being the 43rd president.

As president, Bush introduced the Adult Fitness Challenge and the Presidential Active Lifestyle Award. The website AskTheTrainer.com named him the most physically fit president in U.S. history.

"I love exercise," Bush said in a video for Physical Fitness Month in 2007. "The message to all Americans is to find time in your schedule to walk, swim, bike, take care of yourself."

Several factors besides fitness influence a person's risk of heart disease, including high blood pressure, high cholesterol, smoking, stress and family history, according to the American Heart Association.

A stent is a wire mesh coil used to prop open arteries after blockages have been cleared. Typically, the procedure involves inserting a narrow, balloon-tipped tube called a catheter through a puncture in the arm or thigh and snaking it through the vascular system and into the heart. Newer stents are usually infused with medicine that prevents scar tissue from forming and re-blocking the artery.

The procedure takes about 45 minutes to an hour, and most patients go home six to eight hours after a simple case, said Dr. Annapoorna Kini, director of the cardiac catheterization laboratory at The Mount Sinai Medical Center in New York. She was not involved in treating Bush.

The procedure is performed more than 1 million times a year in the United States, according to a 2012 article in JAMA Internal Medicine.

Fort Hood trial turns bizarre as shooter grills witnesses

The trial of the Fort Hood gunman, who is acting as his own attorney, took a surreal turn as the former Army psychiatrist accused of killing 13 in the November 2009 attack grilled witnesses -- including his former boss in the military and a fellow Muslim who spoke to him the day of the shooting.

After a short opening statement in which ex-Army Maj. Nidal Hasan called himself a "mujahedeen," admitted to the rampage and said "the dead bodies will show that war is an ugly thing," Hasan cross-examined prosecution witnesses, including retired Lt. Col Ben Kirk Phillips, his former boss. When pressed by the defendant, Phillips acknowledged that his officer evaluation report had graded Hasan as "outstanding."

But he declined to cross-examine one of his shooting victims, Sgt. Alonzo Lunsford, who provided the day’s most damning testimony.

Lunsford – who was shot seven times during the incident – described what happened that day, saying he first saw Hasan sitting in a chair, with his arms on his knees while looking at the floor.

He said Hasan then jumped up and ordered the one civilian in the room to leave before shouting, “Allahu akbar” and opening fire. Panic set in among the soldiers, who crowded toward a rear door, which was jammed.

Lunsford said he sprinted for the door at one point while Hasan was shooting, then turned around to see the gunman’s laser sight pointing at him before being shot in the head. Lunsford testified he tried to appear dead, then later decided to flee because, "dead men don't sweat."
