One in four HealthCare.gov enrollees may not be properly signed up BY TONY PUGH

WASHINGTON — An estimated one in four people who signed up for health insurance through the troubled HealthCare.gov website in October and November may not be properly enrolled in coverage due to technical problems with the electronic enrollment reports that the federal marketplace sends daily to each health plan.
Errors in these so-called "834" forms have been a vexing problem for the marketplace as it tries to correct a slew of malfunctions and glitches which have slowed enrollment and created a political firestorm for President Obama.
Last week, government officials announced they had fixed a software problem that was causing 80 percent of the errors with the 834 forms. And on Friday, Julie Bataille, communications director for the Centers for Medicare & Medicaid Services(CMS), said officials believe nine out of ten 834s generated since December 1 are error-free.
But those fixes were too late for tens of thousands of people whose faulty enrollment information might keep them from gaining coverage on January 1, 2014.
The problems center around three types of enrollment reporting errors; the failure to generate an 834 form; issuance of duplicate forms and forms with incorrect data.

Ills of HealthCare.gov: Insurers say ObamaCare site producing flawed forms

So you think you've succeeded in making it through the ObamaCare website maze, and now you have health insurance? You might want to think again. 
Despite the Obama administration's claim that HealthCare.gov is "vastly improved," insurance companies are still grappling with error-riddled files fed to them from the flawed website. The lingering glitch could cause major problems weeks down the road, resulting in people thinking they've signed up when insurance companies have no record of them doing so. 
These so-called "back-end" problems were largely glossed over when federal health officials confidently claimed over the weekend they had met their own goals for improving the website by Dec. 1. 
Administration officials said early Sunday that they have fixed roughly 400 computer "bugs" and increased capacity so the site can now handle more than 800,000 users daily with an error rate of less than 1 percent. Jeff Zients, the official appointed to fix the ObamaCare site since its disastrous Oct. 1 rollout, said it is "night and day from what it was." 
But insurers continue to deal with the same set of problems that have shaken their confidence for weeks in the system they have to rely on to enroll new customers.

Sebelius on HealthCare.gov Fix: 'This Isn't a Magic Turn On The On-Switch'

(CNSNews.com) - Health and Human Services Secretary Kathleen Sebelius on Tuesday thanked local elected officials for their efforts to promote Obamacare in their states and communities.

"We are now eight weeks into open enrollment. I can tell you two things, that we are definitely on track to gave a significantly different user experience by the end of this month," Sebelius said on a conference call. "But just so you all know, this isn't a magic turn on the on-switch. The experience is vastly improved each and every day.
"We are seeing more and more enrollment each and every day, very different kind of user issues. So we've added hardware. We've added software. We're continuing to work on the parts of the website that were too confusing to people. And well beyond December 1st those improvements will continue.
"We get feedback on a regular basis from user experiences. We want to continue to update this. But I would urge you and your folks on the ground to not hesitate to recommend that people go to healthcare.gov and get signed up because that experience is currently working much better, and it will continue to work much better."
In response to a question (she took only three), Sebelius said she doesn't have demographic information about who is -- and who isn't -- signing up.
"We hope to add this to our statistics very soon, but we really don't have the breakdown by age and ZIP code and area. I could tell you that the outreach efforts need to be focused on general populations in terms of likely uninsured and -- but young and healthy individuals who are in that uninsured category sometimes take the most work to get their attention and get their focus."

Glitch flubs prices on O-Care exchange

About 8,000 Washington state residents were told they qualified for more generous tax subsidies than they will actually receive when they enrolled for ObamaCare via their state's online marketplace. 



A technical glitch meant the Washington website sent the applicants' monthly income to a federal hub instead of their yearly income, according to a report in The Seattle Times.

Based on that incorrect information, consumers were told they qualified for higher tax credits and would pay less for their health insurance.


That led many enrollees in the Washington exchange to select generous insurance plans they likely won't be able to afford once their subsidies are reduced. 

Those 8,000 individuals likely will need to go through the entire application process again to see what plans at what prices they qualify for under the correct tax subsidy.

“We are still trying to figure out how this happened," exchange CEO Richard Onizuka told the paper.

The revelation is the latest in a string of technical mishaps to plague early enrollment in the ObamaCare exchanges. The federal website — which processes applications for residents of the 38 states who do not run their own portals, like Washington does — is still reporting errors and glitches. HealthCare.gov czar Jeffrey Zients told reporters on Friday the website was a “long way from where it needs to be.”

The 8,000 individuals who will have to go through the enrollment process again will also likely trigger additional concern over what appear to be lagging early enrollment figures.

Consulting firm Avalere Health estimated that fewer than 50,000 individuals had signed up for coverage on the exchanges of Washington and 11 other states. The 8,000 individuals affected by the technical error represent more than 15 percent of that total.

SHE IS STILL DRINKING THE KOOL-AID
House Minority Leader Nancy Pelosi today called the Obamacare website malfunctions “incidental” in the big picture and predicted that they would have no effect on the mid-term elections next year.
“The glitches technologically are incidental to the value of what the Affordable Care Act represents,” she said. “We will get through them. The Affordable Care Act is a great thing for our country and I think it’s going to work just fine … We find the glitches unacceptable, we want to get over it, but it’s not going to have any impact on the election.”

Body language expert: Obama in personal crisis mode over website glitches

President Barack Obama’s glitch-ridden Obamacare website rollout has plunged him into a personal anxiety never before seen during his presidency, a professional body-language expert told The Daily Caller.
“Basically, we’re seeing an Obama that we’ve never seen before,” body language expert Dr. Lillian Glass told TheDC. “Body language-wise, he looks tentative. He looks down. We see an embarrassed Obama.”
Glass recognized signs of great distress in the president’s posture and lower jaw in his recent speech acknowledging Obamacare website failures and in other recent public appearances.
“He’s not as confident as he once was. It’s really taking its toll on him. He swallows more when he speaks. He has much more tension in his lower jaw. His posture is more slouched over… This whole situation has affected him,” Glass said. “The tension around the jaw is very prevalent, more than it was before. That signifies a lot of anger and a lot of tension and anxiety.”
“You see the puffiness around his eyes. He’s losing a lot of sleep over this for sure,” Glass said. “What is so unusual body language-wise is that we’ve never seen him in this state. We really see how this has had an effect on him.”
Glass noted that Obama offended body language experts, and the entire study of body language, in a recent speech.
“I know the press likes to focus on body language, and he’s got that kind of slouch, looking like the bored kid in the back of the classroom,” Obama said in August, referring to Russian president Vladimir Putin. ”But the truth is, is that when we’re in conversations together, oftentimes it’s very productive.”
“Even though Obama talked about body language and said in one speech, ‘don’t look at body language,’ the body doesn’t lie,” Glass said. “People pick things up. When we decipher it and we analyze it, it’s quite relevant because we’re seeing it in action right away.”

ObamaCare site glitches run risk of turning off millenials

The prolonged glitches with the ObamaCare website are frustrating many of the president’s most high-valued customers -- the young, tech-savvy generation that helped him win two terms and whose participation is critical to the success of the health care exchanges.
“You see this situation especially with college students,” Michael Cipriano, a student at American University told FoxNews.com on Friday. “They get frustrated, which creates a disincentive to sign up."
President Obama is depending on young people being the backbone of his signature, 2010 health care law. Typically among the mostly healthy Americans, their premiums were supposed to help finance coverage for the elderly, poor and others with long-term illnesses and more frequent emergency-care visits.
However, the glitches and other problems that have plagued the exchanges since they went online Oct. 1 could put the plan in jeopardy. The administration runs healthcare.gov for the 36 states that chose not to have their own sites. The 14 other states and the District of Columbia run their own site but are still part of ObamaCare.
“Based on what I’ve seen, people were really excited at first, then turned away,” said Cipriano, who tried successfully to navigate the site and is a junior who writes for the conservative-leaning, online college publication The College Fix.
