President Obama's Justice Department has coughed up hundreds of millions of dollars to so-called "sanctuary cities" that refuse federal demands for criminal illegal immigrants sought for deportation, according to a new inspector general memo.

In just 10 of 155 jurisdictions reviewed, taxpayers handed over $342.1 million in Justice grants to the law-breaking cities and states that have policies barring jails and police from cooperating with the U.S. Immigration and Customs Enforcement agency. The IG said that is 63 percent of the funds available to all American cities.

The memo is likely to stir up the issue of illegal immigration and sanctuary cities in the presidential campaign.

Democrat Hillary Rodham Clinton has voiced support for the sanctuary effort in which state and local officials in mostly urban areas choose to harbor illegals with criminal records rather than comply with ICE requests to turn them over or even identify their immigration status. Donald Trump has called for an end to the practice.

[VIDEO] Donald Trump Releases Immigration Plan, Including Ending Birthright Citizenship

Republican presidential candidate Donald Trump Sunday released his campaign’s immigration plan, which includes ending birthright citizenship for the children of illegal immigrants.

“This remains the biggest magnet for illegal immigration,” Trump says in the plan posted on his website.

“We are the only country in the world whose immigration system puts the needs of other nations ahead of our own,” Trump also said. “That must change.”

Here is how Trump describes the three principles of his plan:

A nation without borders is not a nation. There must be a wall across the southern border.

A nation without laws is not a nation. Laws passed in accordance with our Constitutional system of government must be enforced.

A nation that does not serve its own citizens is not a nation. Any immigration plan must improve jobs, wages and security for all Americans.

Trump’s plan includes his frequent call to make Mexico pay for a wall across the southern border. “For many years, Mexico’s leaders have been taking advantage of the United States by using illegal immigration to export the crime and poverty in their own country (as well is in other Latin American countries),” Trump says.

Says Trump: “We will not be taken advantage of anymore.”

Trump is also calling for the government to triple the number of Immigration and Customs Enforcement officers, mandate nationwide e-verify systems for employers, deport criminal illegal immigrants, end catch-and-release of people caught trying to enter the country illegaly, defund sanctuary cities and implement harsher penalties for immigrants overstaying visas.

Local and federal law enforcement can't get their stories straight about illegal alien murderer

Why wasn't Juan Emmanuel Razo-Ramirez, a Mexican national in the U.S. illegally, detained by Lake County sheriff's deputies during a July 7 "suspicious person" traffic stop and turned over to federal authorities for deportation?

If Ramirez had been detained, one woman would be alive, another wouldn't have been shot in the shoulder, and a young girl wouldn't have been terrified by an attempted rape by her uncle.

The finger-pointing between local law enforcement and DHS regarding who's to blame for not holding Ramirez is sickening, and it shows the Department of Homeland Security more interested in PR than actually enforcing the law.

On Wednesday, a spokeswoman for DHS told The Daily Caller that Lake County sheriff’s deputies had declined an offer to personally interview the illegal alien, 35-year-old Juan Emmanuel Razo-Ramirez, during a suspicious person stop on July 7. 

But the federal agency’s claim comes a day after Lake County sheriff Daniel Dunlap said in a press conference that Border Patrol told his deputies during that stop three weeks ago not to take Razo-Ramirez, a Mexican national, into custody.The competing claims offered by the two agencies is reminiscent of the discordance between U.S. Immigration and Customs 

Enforcement (ICE) and the San Francisco sheriff’s department over the detainment of Juan Francisco Lopez-Sanchez, the five times-deported illegal alien who fatally shot Kate Steinle in San Francisco on July 1. Lopez-Sanchez was released by the sheriff’s department despite ICE’s detainer request because San Francisco is a sanctuary city.

Razo-Ramirez reportedly admitted to shooting Margaret Kostelnik in her home on Monday. The killing came hours after Razo-Ramirez allegedly tried to rape his niece, a 14-year-old girl, and then shot a 40-year-old woman in the shoulder in a park near Kostelnik’s house. After killing Kostelnik, who worked for 27 years as the assistant to the mayor of nearby Willoughby, Razo-Ramirez was apprehended following a brief standoff with police. 

In a press conference Tuesday, Sheriff Dunlap said that Razo-Ramirez was stopped July 7 by deputies because he was acting suspicious. According to a police report from the encounter, Razo-Ramirez admitted to the deputies that he was in the U.S. illegally. But Razo-Ramirez was eventually let go after a brief phone interview with a Border Patrol agent. According to the deputies’ report, Border Patrol “decided not to respond to take Emmanuel Razo into custody." 

But DHS provided a statement to The Daily Caller on Wednesday that seemed to dispute the Lake County sheriff’s department’s version of events.

The deputies insist that Ramirez said he was in the country illegally.  DHS says he was "uncooperative" in discussing his immigration status.  I believe the deputies, if only because they have less reason to lie.  They did their jobs – stopping a potential criminal and calling ICE when they found out he was here illegally.  It's not surprising that Ramirez would tell the deputies he was an illegal alien and not ICE, but why didn't the feds believe the locals and have them turn Ramirez over to them?

Did ICE Violate Its Own Deportation Guidelines in Arresting Chicago-Area Unionized Meatpackers?

On Friday, June 26, workers from the Ruprecht Company’s meatpacking factory in Mundelein, Illinois, walked off the job in a spontaneous strike against a pending immigration audit. Several weeks later, eight Ruprecht workers, three of whom are members of UNITE HERE Local 1, have been apprehended by immigration authorities.

In a statement, Immigration and Customs Enforcement (ICE) said the eight workers were picked up after the department discovered the workers had records that fall within its priorities for arrest during a routine immigration audit. ICE claims the workers’ past charges include drunk driving, theft and felony fraud. But organizers argue that the audit and subsequent arrests, which took place while a group of Ruprecht workers were in union negotiations and followed the filing of two unfair labor practices (ULPs) could violate ICE’s own rules against interfering in workplaces that are in the midst of labor disputes.  

(Garrett Wilber/ Flickr)  According to a December 2011 memorandum between ICE and the Department of Labor, “ICE agrees to refrain from engaging in civil work site enforcement activities at a worksite that is the subject of an existing DOL investigation of a labor dispute.” The memorandum opens the door to several exceptions to this pledge, including national security issues, but primarily creates a space for ICE and the DOL to consider individual cases. 

Dan Abraham, organizing director for UNITE HERE Local 1, says the department should heed its own edict. “ICE should stay out of the workforce when there is collective bargaining, and immigration audits should not be conducted in workplaces where there are unfair labor practice charges pending,” he says.

ICE contends that it “plays no role in any ongoing labor disputes when conducting investigations involving an employee’s eligibility to work lawfully in the United States.” But an immigration audit can have consequences that weaken a unionized workplace. Tim Bell, an organizer with the Chicago Workers’ Collaborative who is not involved with the Ruprecht case but is a longtime organizer with immigrant workers, says he has seen several cases where an audit has caused unionized employees to either quit their jobs for fear of deportation or be apprehended as a result of the audit.

The result, says Bell, is “the union loses its members and the company figures out ways to replace those workers,” often with temp workers.

Whether the eight workers are eligible for relief under some of the Obama administration’s prosecutorial discretion or deferred action programs is unclear. In November 2014, immigration authorities divided ICE priorities for deportation into three categories, with individuals who had felonies at level one, the “highest priority” for apprehension and removal for the department. Some immigrants who are in deportation proceedings may qualify for asylum under the Obama administration's Deferred Action for Parents of Americans and Lawful Permanent Residents (DAPA) plan, but the order has been stalled amidst a legal battle around its constitutionality.

By the estimation of the detained immigrants, however, the enforcement priorities don’t appear to make a significant difference, says Hena Mansori, supervising attorney of the National Immigrant Justice Center’s Adult Detention Project.

The ‘Donald Trump Act’ Just Passed The House By A Landslide, And Obama Doesn’t Like It One Bit

The House passed a bill Thursday which would punish cities that refuse to enforce federal immigration law.

H.R. 3009 passed easily in the lower chamber 241 to 179, The Hill reported. The bill would force local law enforcement agencies to notify Immigration and Customs Enforcement if they have an illegal immigrant in custody; otherwise, certain federal law enforcement grants would be withheld.

“I think we can all agree that any state or locality must comply with the law—and they are required to coordinate and cooperate with the federal government,” said Rep. Duncan Hunter, R-Calif., who sponsored the legislation. “If an arrest is made, the federal government should be notified. The fact that San Francisco, Los Angeles and other cities disagree with the politics of federal enforcement doesn’t mean they should receive a pass to subvert the law.”

“And if they do, there needs to be consequences—and the way we impose those consequences is by hitting them where it hurts. In the pocketbook,” Hunter added.

The bill was passed after 32-year-old Kate Steinle was murdered earlier this month, allegedly by an illegal immigrant who was deported from the U.S. multiple times and convicted of several felonies.

Hunter’s bill was voted on largely across party lines. Reps. Carlos Curbelo of Florida, Bob Dold of Illinois, Dan Donovan and Peter King of New York, and Dave Reichert of Washington were the only GOP members of Congress to vote against the measure. Six Democrats voted for the bill: Reps. Ami Bera of California, Jim Cooper of Tennessee, Henry Cuellar of Texas, Bill Keating of Massachusetts, Collin Peterson of Minnesota, and Krysten Sinema of Arizona.

Opponents of the bill have tied it to Republican presidential candidate Donald Trump, including House Minority Leader Nancy Pelosi, D-Calif., who in a statement earlier this week labeled the proposal the “Donald Trump Act.” Pelosi went on to call the bill a “wildly partisan, misguided bill that second-guesses the decisions of police chiefs around the country about how to best ensure public safety.”

“Just a few weeks into his campaign and Donald Trump has a bill on the floor of the House. That is better than some of the senators he’s running against,” Rep. Luis Gutierrez, D-Ill., a fierce opponent of conservative immigration measures, told The Hill Thursday.

VICTIMS OF ILLEGAL IMMIGRANT CRIME TO TESTIFY BEFORE CONGRESS

Senate Judiciary Committee Chairman Chuck Grassley (R-IA) says he has invited the family members of victims of illegal immigrant crimes to testify before Congress.

According to the Iowa lawmaker, the hearing will examine the breakdown of immigration enforcement under the Obama administration and the repercussions of lax immigration enforcement — specifically the impact on families victimized by illegal immigrant crime.

“Congress has a constitutional responsibility to conduct oversight of the executive branch of government to make sure the laws are being faithfully executed and carried out as intended. Little oversight has been done by the previous majority to ensure the administration is exercising sound judgment and acting within the immigration laws.   It’s clear they have taken far too much liberty and are essentially trying to write the laws themselves,” Grassley said in a statement.

The hearing will be next Tuesday. In addition to victimized families Grassley says he has also invited the Director of Immigration and Customs Enforcement Sarah Saldana, and the Director of Citizenship and Immigration Services Leon Rodriguez to testify.

“This hearing is intended to highlight how misguided the Obama administration’s lax enforcement policies are and how these policies are putting Americans in harm’s way,” he said.

The hearing comes on the heels of the recent murder of a young woman in the sanctuary city of San Francisco, allegedly by an illegal immigrant with a long rap sheet and multiple deportations.

REPORT: 8,145 CRIMINAL IMMIGRANTS RELEASED DUE TO ‘SANCTUARY CITY’ POLICIES IN 8 MONTH PERIOD

Sanctuary policies in jurisdictions across the country have resulted in the release of more than 8,000 criminals Immigration and Customs Enforcement sought to deport in an eight-month period in 2014, according to a newly released Center for Immigration Studies report.

The detainer data, obtained by CIS via FIOA request, comes in the wake of the murder of Kathryn Steinle in the sanctuary city of San Francisco, allegedly by a multiple-deportee, multiple-felon illegal immigrant.

CIS’ report, authored by Jessica Vaughan, reveals that 63 percent of the 8,145 released criminal immigrants — in 276 jurisdictions from January 1, 2014, to August 31, 2014 — had “serious prior criminal records” and a fourth had a prior felony charge or conviction.

-5,132 were previously convicted or charged with a crime or were labeled a public safety concern. Of these,

-2,984 had a prior felony conviction or charge;

-1,909 had a prior misdemeanor conviction or charge related to violence, assault, sexual abuse, DUI, weapons, or drug distribution or trafficking;and

-239 had three or more other misdemeanor convictions.

According to the report, 1,867 of those release were arrested 4,300 times again— on some 7,491 charges — within that eight-month timeframe. The report notes ICE took custody of 40 percent of the recidivists but as of the time of the report, 60 percent remained at large.

“ICE’s analysis shines a light on the public safety problems created when local sanctuary policies cause the release of criminal aliens that ICE is seeking for deportation,” Vaughan said. “San Francisco’s sanctuary policies do not represent mainstream law-enforcement practice in America, but they are more widespread than is commonly realized.”

Indeed, as of last month the total number of detainers sanctuary jurisdictions did not honor grew to more than 17,000.

In her report Vaughan further highlighted six instance of serious crimes committed by criminal immigrants ICE sought to apprehend via a detainer but who were released by sanctuary jurisdictions.

-Santa Clara County, Calif.: On April 14, 2014, an individual with nine previous convictions (including seven felonies) and a prior removal was arrested for “first degree burglary” and “felony resisting an officer causing death or significant bodily injury”. Following release, the individual was arrested for a controlled substance crime.

-Los Angeles, Calif.: On April 6, 2014, an alien was arrested for “felony continuous sexual abuse of a child”. After release, the alien was arrested for “felony sodomy of a victim under 10 years old”.

-San Francisco, Calif.: On March 19, 2014, an illegal alien with two prior deportations was arrested for “felony second degree robbery, felony conspiracy to commit a crime, and felony possession of a narcotic controlled substance”, After release, the alien was again arrested for “felony rape with force or fear”, “felony sexual penetration with force”, “felony false imprisonment”, witness intimidation, and other charges.

-San Mateo County, Calif.: On February 16, 2014, an individual was arrested for “felony lewd or lascivious acts with a child under 14″. In addition, the alien had a prior DUI conviction. Following release by the local agency, the individual was arrested for three counts of “felony oral copulation with a victim under 10″ and two counts of “felony lewd or lascivious acts with a child under 14”.

-Miami Beach, Fla.: On December 19, 2013, the police department arrested an alien for felony grand theft. This alien had been ordered removed (and presumably absconded) in 2009. The alien also had prior convictions for strong-arm robbery, cocaine possession, larceny, trespassing, theft, marijuana possession, and resisting an officer. After release by the local agency, the alien was arrested on two separate occasions; once for “aggravated assault with a weapon and larceny” and once for “under the influence of a controlled substance”.

-Santa Clara County, Calif.: On November 7, 2013, an alien was arrested (and later convicted) for “felony grand theft and felony dealing with stolen property”. This alien had been ordered removed in 2010 (again, a likely absconder). The alien also had prior felony and misdemeanor convictions for narcotic possession, theft, receiving stolen property, illegal entry, and other crimes. After release by local authorities, the alien was arrested for “felony resisting an officer causing death or severe bodily injury” and “felony first degree burglary”.

According to Vaughan, lawmakers should ensure that complying with federal immigration law is not optional.

“Further, those jurisdictions that do not comply with all detainers should face sanctions and be debarred from certain kinds of federal funding,” she said. “The Davis-Oliver Act, which is not pending in Congress, has provisions to address this problem directly.”

Jack Kelly: Don't blame Trump

Kate Steinle, 32, was walking with her father along the Embarcadero in San Francisco in the early evening July 1 when she was shot – apparently at random -- by Juan Francisco Lopez-Sanchez, 45, an illegal alien from Mexico who’d committed 7 previous felonies in the U.S.

Mr. Lopez-Sanchez had been deported five times. It would have been six, but for the fact San Francisco is a “sanctuary city.”

U.S. Immigration and Customs Enforcement had Mr. Lopez Sanchez in custody after his release from federal prison in March, but turned him over to sheriff’s deputies for San Francisco county, where a drug warrant had been issued for him.

ICE asked to be notified if San Francisco released Mr. Lopez-Sanchez, so he could be deported. But San Francisco does not honor such requests from federal immigration authorities.

In Laredo, Texas, the day after Kate Steinle was murdered, Juan Francisco de Luna Vasquez, an illegal immigrant from Mexico, beat his wife to death with a hammer.

Mr. de Luna Vazquez had been deported four times. It would have been five if Laredo police had informed the Border Patrol of earlier violent episodes with his wife.

In 2013, ICE released back into local communities 36,007 illegal aliens who among them had nearly 88,000 criminal convictions – including 193 homicides, 426 sexual assaults, 303 kidnappings, and 1,075 aggravated assaults.

All were being processed for deportation, but were freed while awaiting final disposition of their cases. Most of the releases were discretionary (not required by law.) After their release, at least 1,000 committed additional crimes.

The 36,000 were in addition to 68,000 other illegal aliens with criminal convictions encountered by ICE in 2013, but released without being processed for deportation.

Last year ICE released 30,558 criminal aliens who, collectively, had almost 80,000 convictions, including 250 homicides, 386 kidnappings, 373 sexual assaults, 994 aggravated assaults.

Illegal immigrants comprise about 3 percent of the population in the U.S., 30 percent the federal prison population, 38 percent of those convicted of federal crimes in FY 2013. More than 40 percent of federal criminal cases filed by U.S. attorneys last year were in five districts along the Mexican border.

These statistics go unmentioned by Democrats and journalists who’ve assailed Donald Trump for remarks he made about illegal immigrants when he announced his candidacy for president June 16.

“When Mexico sends its people, they’re not sending their best,” Mr. Trump said. “They’re sending people that have lots of problems, and they’re bringing those problems with us. They’re bringing drugs. They’re bringing crime. They’re rapists.”

This was a crude statement from someone notorious for making crude remarks. The vast majority of illegal immigrants have broken no other U.S. laws. Most work long hours for low wages at scut jobs to provide a better life for their families.

Illegals are far more likely to be victims of violent crime. As many as 80 percent of illegal immigrant women are raped during their perilous journey here. In every major population group, only a relative handful of people commit violent crimes. The proportion of violent felons among illegal immigrants probably is about the same as for the native born.

But violent felons among the illegal immigrants commit lots of crimes -- crimes that would not have been committed if they hadn’t gotten into the country in the first place, been deported promptly, or kept in custody until they could be deported.

Mr. Trump deserves criticism for how he said it, but the thrust of what he said is indisputably true. Criticism of his infelicitous remark is hypocritical coming from those who’ve asserted or implied Republicans who seek stronger border security measures are “racist.”

I don’t like Donald Trump. I wish he’d said what he said in a more accurate, less provocative way. But it isn’t he who deserves condemnation. It’s the politicians whose policies have made them accessories before the fact in the murder of Kate Steinle, and so many others.

FOR SECOND TIME IN A WEEK, ILLEGAL IMMIGRANT ACCUSED OF HIT-AND-RUN

RALEIGH (WTVD) --

Federal immigration officials tell ABC11 a second illegal immigrant suspected of causing a serious wreck this week will not be allowed out of jail.

Earlier this week, the I-Team covered the return of Efren Roblero to the streets of Wake County.

Roblero is accused of driving drunk and causing a crash that injured two people over the weekend. He managed to post his $75,000 bond and U.S. Immigration and Customs Enforcement officials approved his release from jail.

Now, another illegal immigrant, Antonio Arellano, is accused of hit-and-run causing serious injury, driving without a license, and reckless driving.

The woman he allegedly hit spoke to ABC11 Friday from her hospital bed at WakeMed where she is recovering from surgery.

"Just looked up and there's a truck coming head on. I tried to swerve to avoid it, and there was nothing I could do," said Stephanie Johnson.

Johnson says she heard about the release of Roblero on ABC 11 and feared Arellano might also get out of jail. She suspects Arellano might have been driving drunk.

However, that's something investigators can't prove since he wasn't arrested until two days after the crash.

"I see here that you have two prior convictions for impaired driving and that you have been removed from the United States by a previous immigration proceeding," Wake County District Court Judge Ned Mangum told Arellano during the suspect's first court appearance on the charges Friday afternoon.

During that appearance, Mangum nearly tripled the bond on the 31 year old.

Witnesses at the crash scene identified Arellano.

That includes the woman who told a 911 dispatcher: "The gentleman walked away. He got out of the F-150 [pickup truck] and walked toward Jonesville Road."

Johnson, who suffered a lacerated liver, a broken wrist and ribs, and a compound fracture to her left leg, can't believe anyone could walk away from a crash and leave someone badly injured.

"I know he heard me screaming for help," said Johnson. "That's all. That's all I ever remember saying, 'Help me. Get me out of this car.'"

An ICE official said because Arellano has two prior DWI convictions in Wake and Randolph Counties he falls under the "priority" category for the Homeland Security agency.

That means, if Arellano posts his $32,000 bond, he still won't be able to leave jail because the feds will detain him.

Roblero was approved for release according to the ICE official because he didn't meet ICE priorities -- specifically that he hasn't been convicted of a crime and hasn't been deported since 2014.

He has been charged with prior crimes that haven't been tried and was deported but that was before 2014.

ISIS: 0; TED KENNEDY: TOO MANY TO COUNT by Ann Coulter

In the days leading up to July Fourth weekend, Americans were hysterically warned about an ISIS attack in the United States. Congressman Peter King, for example, somberly advised Fox News viewers that "this is the most concerned I've seen the FBI and Homeland Security" since 9/11. 

And, once again, the weekend came and went without anyone in America being killed by ISIS, but a lot of people being killed by immigrants -- legal, illegal, second generation and anchor babies. There's no way to know exactly how many Americans were killed July Fourth weekend as a result of the country's immigration policies, because the media don't trust us with the truth. 

But the holiday weekend kicked off with the news that an illegal alien from Mexico, Francisco Sanchez, had shot and killed 32-year-old Kathryn Steinle on Wednesday on a San Francisco pier. The most surprising aspect of the crime was that we were told right away that Steinle's suspected killer was an illegal alien. Usually, we only find out that the perp was an immigrant years later when the Spanish translators show up in court. 

The day after Steinle was shot to death, the Associated Press reported that members of the Mexican mafia and their associates -- Loribeth Martinez, John Mendoza Jr., Kristopher Sanchez and Veronica Sanchez -- had been arrested for the murder of two people, Traci Lynn Lemley and Jeremy Carrico, in San Antonio, Texas. 

Also on Thursday: 

-- A fifth suspect in a shooting in Las Vegas, Benjamin Hernandez, was arrested. He joined Yors "Cuete" Garcia-Mier, Nicholas Pedro "Silent" Cortes, Miguel "Trips" Salazar and Jeiszon Valles in jail for the killing. 

-- In New Jersey, an illegal alien from Ecuador was indicted for attempting to murder his ex-wife by stabbing her with a steak knife in front of one of their children. (Gosh -- I hope all those kids were born here, so the media can start referring to them as "American citizens" right away.)

-- The bodies of two Americans, Michael Careccia and his wife, Tina, were dug out of the Arizona desert, and Jose Valenzuela, was arrested for their murder. 

-- An illegal immigrant from Mexico, Juan Francisco de Luna Vasquez, murdered his wife with a hammer in Laredo, Texas. Vasquez had previously been charged with assault, making terroristic threats, DWI and evading arrest. It just sounds awful to be living in the shadows like that! 

That was Thursday. And I didn't even include drunk driving fatalities, a specialty of our Latin American immigrants. (It may not be a good idea to pluck people from the Mayan jungle and put them directly on American roads and highways.) 

On Friday, as Americans worried about the imminent ISIS attack: 

-- Prudencio Juan Fragos-Ramirez, an illegal alien in Washington state, was accused of murdering an 18-year-old and her toddler son, then setting the pair on fire. 

-- Irina Kolenkina, a Russian immigrant who does not speak English, was ordered to stand trial for the murder of her husband in Vienna, Wisconsin. Kolenkina had to be put into restraints because she became so combative upon her arrest. 

-- Illegal immigrant Sinar Roblero Escalante found out he would get off scot-free for killing a 24-year-old man in East Naples, Florida, 10 years ago in a car accident. After the crash, Escalante had fled the scene on foot. He went on the lam and is believed to have hid out in Mexico for at least part of that time -- thus, outlasting the statute of limitations. Escalante was recently re-arrested after being caught in his car with a baggie of cocaine on his lap. 

-- In another immigration success story, Andrew Romero assaulted a prison guard in New Mexico last week. Romero is awaiting trial on charges that he murdered Rio Rancho Police officer Gregg Benner. 

-- On our nation's birthday, it was reported that Brogenet Cinor, a Haitian voodoo priest, was arrested for child rape in Florida. 

-- On Monday, an illegal alien from Mexico engaged in a fatal hit-and-run accident in Bellingham, Washington, then fled the scene of the accident. Witnesses described a "short Hispanic man" running from the car, which was littered with empty beer bottles and a case of Modelo Especial. The illegal farm worker doesn't speak English, but he was able to ask for an attorney in Spanish. 

In related news, a non-elderly woman in Washington state became the first person to die of measles in the U.S. since 2003. 

On the bright side, heading into the July 4 weekend, Immigration and Customs Enforcement (ICE) announced that it is reconsidering its policy of releasing convicted criminal illegal aliens into the public without warning. This was the agency's lightning-fast response to the murder of 21-year-old Grant Ronnebeck by a Mexican illegal alien in Arizona last January. 

Apolinar Altamirano had been released by ICE because the charge on his conviction sheet was "burglary," which our public servants deemed a "nonviolent" offense. But burglary was merely the charge Altamirano had agreed to in a plea bargain. His actual crime, according to the victim, was to break into her home with two accomplices, steal all her belongings, kidnap and rape her. 

Mexico really is sending us its best people! 

Some of these crimes were committed by legal residents -- even "citizens." But without Teddy Kennedy's 1965 immigration act, combined with Justice William Brennan's 1982 anchor baby invention, the "Mexican mafia" would not be living in America, much less be "citizens." 

Just as America's immigration policies began favoring people from cultures as different from ours as possible, we also began providing government assistance to any loser immigrants and refusing to deport the criminals. 

There's no question but that the only reason any of this week's criminal immigrants are in America at all is because of Ted Kennedy's 1965 immigration act. 

Now go back to worrying about ISIS.

Can Kate Steinle's Family Sue San Francisco Over Its Sanctuary City Policy?

)Looking for justice? Move to Mexico. When it comes to looking to the U.S. courts for protection, you may have a better chance if you’re from south of the border.

Kathryn "Kate" Steinle was shot dead on July 1, allegedly by Juan Francisco Lopez-Sanchez, a Mexican felon who was in the U.S. illegally. Lopez-Sanchez would have been deported but for the fact that San Francisco is a "sanctuary city," which is why officials there chose to release him and ignore an ICE detainer. This effectively put him back on the street. And yet, if Steinle's family tries to sue the city for this travesty, it may be thrown out of court.

Meanwhile, in Arizona, a judge has just denied a motion to dismiss a case brought by the mother of a Mexican teen who was shot by a U.S. Border Patrol agent in a cross-border shooting. You read that right. The teen was Mexican, shot in Mexico, and the judge still ruled that his mother may sue the Border Patrol agent. U.S. District Court Judge Raner Collins opined that "the Mexican national may avail himself to the protections of the Fourth Amendment and that the agent may not assert qualified immunity." The ACLU attorney on the case applauded this ruling, saying, "The court was right to recognize that constitutional protections don't stop at the border."

Perhaps they begin there. If Kate Steinle's family cannot use our laws to get justice in her name, and yet the family of this Mexican teen can, the immigration debate has truly become the twilight zone.

Democrats Scurry From Sanctuary Ship

Democrats now will say anything to distance themselves from sanctuary city policies, even though they have supported these policies for years. In an exclusive CNN interview Tuesday, Hillary Rodham Clinton was asked about San Francisco's refusal to hand over to Immigration and Customs Enforcement seven-time convicted felon and five-time deportee Juan Francisco Lopez-Sanchez. He stands accused in the fatal shooting of Kathryn Steinle as she took an evening stroll on Pier 14 last week. (After telling a local TV station he shot Steinle by accident, Lopez-Sanchez has pleaded not guilty to murder.) Clinton answered, "The city made a mistake not to deport someone that the federal government strongly felt should be deported. So I have absolutely no support for a city that ignores the strong evidence that should be acted on."

In a 2007 Democratic presidential debate, the late Tim Russert asked Clinton if she would allow sanctuary cities to disobey federal law. "Well, I don't think there is any choice," she answered. Immigrants may not talk to police if "they think you're also going to be enforcing the immigration laws." She did not add a caveat that she wanted local law enforcement to work with immigration officials if the federal government had strong feelings that an individual should be deported.

In 2008, Clinton voted against an amendment to yank some federal funds from sanctuary cities. California Democratic Sens. Dianne Feinstein and Barbara Boxer voted likewise -- but it didn't stop them from criticizing San Francisco for releasing a repeat offender.

"The 2008 budget amendment was a choice between sending a political message or funding California law enforcement, and I chose to fund the police," Feinstein explained in an email. "I continue to believe we can deport criminals who are undocumented and still support law enforcement."

Perhaps Feinstein and Clinton are living back in 1985, when Feinstein was mayor and signed San Francisco's sanctuary city law. It was supposed to help immigrants seeking asylum from war-torn El Salvador and Guatemala. Four years later, the law was expanded to cover all immigrants. Then, in 2013, the Board of Supervisors passed an ordinance, signed by Mayor Ed Lee, that prohibits city law enforcement from releasing undocumented immigrants to ICE based on a detainer request alone. (There's an exception for recent violent felons, but Lopez-Sanchez did not qualify.)

Sanctuary City supporters cannot say they were not warned. Recently, ICE Director Sarah Saldana told a House committee that reduced cooperation from state and local governments "may increase the risk that dangerous criminals are returned to the streets, putting the public and our officers at greater risk."

Rep. Mick Mulvaney, R-S.C., asked Saldana if it would help if Congress made it mandatory for local governments to cooperate with ICE -- the sort of bill already rejected by Clinton, Feinstein and Boxer. "Thank you. Amen. Yes," Saldana answered.

Murdered by the Left: Time for a campaign against “sanctuary” cities

On Monday, illegal alien Francisco Lopez-Sanchez, a 45-year-old repeat drug offender who had been deported five times, was charged with killing Kathryn Steinle, 32, at Pier 14 in the “sanctuary city” of San Francisco. The details surrounding this case are a testament to the multi-layered bankruptcy of progressive ideology.

We begin with the contemptible notion of a sanctuary city itself. Despite the passage of the Illegal Immigration Reform and Responsibility Act of 1996 requiring cities to cooperate with the Department of Homeland Security (DHS) and Immigration Customs and Enforcement (ICE), there are literally hundreds of cities in the nation that provide safe haven for illegal aliens in open defiance of federal law. Yet, because that law conflicts with progressive sensibilities, not a single lawsuit has ever been filed by the federal government against a sanctuary city for violating it. In a revealing contrast, the Obama administration has filed suit against states such as Arizona, Alabama and South Carolina that were attempting to enforce federal immigration law. The administration claimed the states had no right to do so—despite the reality the administration itself refuses to do so.

The case of Lopez-Sanchez itself is equally illuminating. Despite his presence in America following five deportations to his native country of Mexico, ICE turned Lopez-Sanchez over to San Francisco police on March 26 because he had an outstanding drug warrant. And despite the reality he had a record of seven felony convictions, San Francisco released Lopez-Sanchez to the streets on April 15, after the district attorney declined to prosecute him for a 20-year-old marijuana possession charge. In short, the feds aided and abetted the release of a serial border-buster to a sanctuary city manifestly unwilling to jail a career criminal.

No one made that reality clearer than San Francisco Sheriff Ross Mirkarimi. Mirkarimi first blamed ICE for Sanchez-Lopez’s release, insisting the agency didn’t file a formal court application to detain him. But in a later interview with CNN, his progressive instincts were revealed. The sheriff defended San Francisco’s sanctuary city policy, insisting it “makes us safer.” “We’re a world-renowned city with a large immigrant population,” Mirkarimi declared. “And of that population is a population that is also here undocumented. From a law enforcement perspective, we want to build trust with that population. And our sanctuary city and other attendant laws have allowed us to do that.”

Mirkarimi’s arrogant defiance of federal law is nothing new. In a press release sent out last year, he boasted about a revision made to his department’s policy of retainment that “reduced the number of individuals released to ICE authorities by 62 percent. Only one other county in California had a policy of similar strength,” it stated.

San Francisco’s equally contemptible Mayor, Ed Lee, added ideologically inspired insult to injury. Despite issuing a press release saying he was “deeply saddened” by the “tragic and senseless death,” of Steinle and that his “thoughts and prayers” were with her family, he also endorsed his city’s sanctuary policy. “Let me be clear: [the policy] protects residents regardless of immigration status and is not intended to protect repeat, serious and violent felons,” he said. Lee further emphasized his commitment to “civil liberties” and “public safety” to explain his 2013 decision to “veto any legislation” undermining the San Francisco Sheriff’s Department’s ability to determined whether or not to honor ICE-issued “detainers” on a case-by-case basis.
