Dallas Man Robbed While Jogging Says Police Never Came

DALLAS (CBSDFW.COM) – Robbed at gunpoint while jogging in a Lake Highlands neighborhood in Dallas, residents are outraged over not only the crime but also the lack of response from Dallas police.
The victim, who does not want to be identified, said the robbery happened just before sunrise on Monday.
“I just heard a voice coming up from behind me saying, ‘Give me your iPhone, give me your iPhone!’ So I looked to my right and there a guy was point a gun in my face,” said the victim. “All I could think about was giving the guy whatever he wanted.”
But it was what happened right after being robbed that is bothering the victim and his neighbors even more.
Donald Wright, the victim’s neighbor, just happened to be drive by the scene and started calling 911 after hearing what happened.
After a call at 5:58 a.m., then at 6:21 a.m. and finally at almost 7:00 a.m., Wright and the victim said dispatch told them they had a shortage of patrol cars and the victim would have to come into the police station to report the crime.
“When I walked into the police station and said I needed to report an armed robbery, the guy was like, ‘What?’” said the victim. “I feel like when I was threatened with my life, it was a serious deal.”
Dallas police said it is reviewing call logs to figure out what happened and said officers are taking the incident very seriously.
“Of course I would have loved for them to catch them shortly after my incident. But unfortunately It didn’t happen. So hopefully they get quicker about responding,” said the victim.
Reports of the incident resulted in extra police presence in the area on Tuesday. Jogger Bozena Phillips likes to hit the trails with a friend. “I think it’s very important for everyone to be cautious every single day, because sometimes you know you’re in your ‘zone’ [and] you’re not paying attention to anything… what’s around and you’re tired,” he said. “So, its a good idea to always have like another person and look for each other.”
Just two miles away from where the victim was robbed, residents reported a similar crime where another jogger was also robbed at gunpoint — that incident happened minutes after the above victim was robbed. Police say the two cases appear to be connected and they are investigating.

Who Is Dallas Shooting Suspect James Boulware?

James Boulware is the suspect in the Dallas Police Department HQ shooting last night, and today we’re learning more information about him.

The police have not officially confirmed Boulware was the gunman, but are looking into him, and both of Boulware’s parents have already spoken out today. His mother confirmed to CNN that it was her son opening fire at the police building, and told NBCDFW, “We’ve been dealing with this for a long time. I’m glad nobody else was hurt.”
The Dallas police said that during negotiations, Boulware was screaming about the police accusing him of being a terrorist and taking his son away from them, threatening to blow up the HQ.
His father told The Dallas Morning News Boulware was angry with the police after losing custody of his son. Jim Boulware explained, “I tried to tell him that the police are just doing their job.”
Boulware had been arrested by Paris, Texas police two years ago for allegedly getting guns, ammo, and body armor, and threatening to attack his family and several public buildings.
Boulware ended up losing custody of his son after that, and he sold his house. His father said he saw his son just last night but didn’t notice anything wrong, but added, “I’m not saying he doesn’t have some problems of some kind… but you can push someone so far and everybody will break.”
Update- 1:55 pm EST: Dallas police confirmed this afternoon that the suspect is dead, though they aren’t ready yet to officially confirm his identity.
Update- 2:40 pm EST: WFAA is also reporting that Boulware has an “extensive history” with Child Protective Service, and the aforementioned 2013 incident was dismissed by the police.
Update- 3:25 pm EST: Boulware had also threatened judges and the police contacted the judges in response to those threats.
Update- 4:01 pm EST: One of the judges he threatened spoke out on CNN, saying his presence in court would always lead to heightened security.

Veterans Affairs ‘Falsifying Reported Wait-Times’

Veterans Affairs purged thousands of medical tests to 'game' its backlog stats

 Thousands of orders for diagnostic medical tests have been purged en masse by the Department of Veterans Affairs to make it appear its decade-long backlog is being eliminated, according to documents obtained by the Washington Examiner.

About 40,000 appointments were “administratively closed” in Los Angeles, and another 13,000 were cancelled in Dallas in 2012.

That means the patients did not receive the tests or treatment that had been ordered, but rather the orders for the follow-up procedures were simply deleted from the agency’s records.

It is not known how widespread the practice is, or how many veterans hospitals have mass-purged appointment orders to clear their backlogs.

Alas, this feels all too familiar to someone who grew up with Britain’s National Health Service.

Here’s the thing: when one subordinates healthcare to government, one inevitably gets all of the usual government games. A favorite trick: Mrs. Jones needs a hip replacement, so she calls up her local NHS hospital to arrange it; the NHS tells Mrs. Jones that she should call back in a given amount of time, after which she will be treated within 24 or 48 or 72 hours — or however long the government has promised would elapse between “phone call” and “treatment”; Mrs. Jones waits the requisite amount of time, then calls, then gets her appointment; the state then says semi-truthfully that Mrs. Jones was given a hip replacement “quickly” and that the gap between her requesting the treatment and her receiving the treatment was short. Now, did Mrs. Jones actually get her hip replacement “quickly”? Of course not. She waited both the amount of time that the government recorded and the amount of time that it did not. But who cares? All that matters when the government is elected or fired based on its performance running the health system is what the government is able to say about how it is running the health system. So it lies its damn head off.

“The skinny guy walked into my store and started looking around,” recalls Carlos Bringuier about the afternoon of August 5, 1963. “But I could sense he wasn’t a shopper. Sure enough, after a few minutes of browsing he came up and extended his hand. “Good afternoon,” he said. “I’m Lee Oswald.”
In 1963 the CIA regarded the Directorio Revolucionario Estudiantil (DRE) “the most militant and deeply motivated of all the Cuban exile organizations seeking to oust Castro.” Carlos Bringuier was their representative in New Orleans. It was DRE agents who infiltrated Cuba and brought out the first reports of Soviet missile installations–to the scoffs of  the White House’s Best and Brightest. It took two months for anyone to finally take them seriously. A U-2 flight then confirmed every last detail of what the DRE boys had been risking their lives for months to report.
“Oswald approached me because my name was so often linked to anti-Castro activities in the local (New Orleans) news,” recalls Bringuier. “He even jammed his hand in his pocket and pulled out a roll of bills, offering to contribute to the anti-Castro cause. I was suspicious and declined, but he kept blasting Castro and Communism in very colorful terms the whole time he was in the store. He returned the next day, snarled out a few more anti-Castroisms and dropped off his training manual for the anti-Castro fight, Guidebook for Marines.”

Obama On Obamacare: "This Is Like Having A Really Good Product And The Cash Registers Don't Work"

BUT THE REGISTER CAN BE FIXED!!!

PRESIDENT OBAMA: Now, I am the first to say that the first month I have not been happy with. You've all heard about the website woes. Nothing drives me more crazy than the fact that right now, there is great insurance to be had out there -- choice and competition -- where people can save money for a better product, except too many folks have not been able to get through the website.

Now, this is like having a really good product in the store and the cash registers don't work and there aren't enough parking spots and nobody can get through the door. And so we are working overtime to get this fixed. And the website is already better than it was at the beginning of October. And by the end of this month, we are anticipating it will be working the way it is supposed to. Alright? Folks are working 24/7 to make sure that happens.

But, remember, the insurance is already there. And if people can't get through to the website, they can get on the phone to the call center and people can take their application and walk them through the process. And people can apply in person if they've got committed folks who are out there helping people to sign up. And that is what all of you have been committed to doing. It is so important. Americans Keep Moving to States With Low Taxes and Housing Costs

Where are Americans moving, and why? Timothy Noah, writing in the Washington Monthly, professes to be puzzled. He points out that people have been moving out of states with high per capita incomes -- Connecticut, New York, Massachusetts, Maryland -- to states with lower income levels.
"Why are Americans by and large moving away from economic opportunity rather than toward it?" he asks.
Actually, it's not puzzling at all. The movement from high-tax, high-housing-cost states to low-tax, low-housing-cost states has been going on for more than 40 years, as I note in my new book Shaping Our Nation: How Surges of Migration Transformed America and Its Politics.
Between 1970 and 2010, the population of New York state increased from 18 million to 19 million. In that same period, the population of Texas increased from 11 million to 25 million.
The picture is even starker if you look at major metro areas. The New York metropolitan area, including counties in New Jersey and Connecticut, increased from 17.8 million in 1970 to 19.2 million in 2010 -- up 8 percent. During that time, the nation grew 52 percent.
In the same period, the four big metro areas in Texas -- Dallas, Houston, San Antonio, Austin -- grew from 6 million to 15.6 million, a 160 percent increase.
Contrary to Noah's inference, people don't move away from opportunity. They move partly in response to economic incentives, but also to pursue dreams and escape nightmares.
Opportunity does exist in the Northeastern states and in California -- for people with very high skill levels and for low-skill immigrants, without whom those metro areas would have lost, rather than gained, population over the last three decades.
But there's not much opportunity there for people with midlevel skills who want to raise families. Housing costs are exceedingly high, partly, as Noah notes, because of restrictive land use and zoning regulations.
And central city public schools, with a few exceptions, repel most middle-class parents.
High taxes produce revenues to finance handsome benefits and pensions for public employee union members in the high-cost states. It's hard to see how this benefits middle-class people making their livings in the private sector.
