Postal Service Prepares for Second Default in Two Months

The U.S. Postal Service will default this week on a $5.6 billion congressionally mandated obligation to pre-fund retiree health benefits, marking the second time in two months the cash-strapped agency has done this.

The Postal Service last month failed to pay $5.5 billion for its fiscal 2011 prepayment obligation, which originally was due in September 2011 but was deferred by Congress until Aug. 1. That was the first time it ever defaulted on a payment to the Treasury Department. The $5.6 billion due this week, on Sept. 30, represents this fiscal year’s obligation.

Before this year, Congress helped USPS defer pre-funding payments required by a 2006 congressional mandate. Postal reform has challenged this Congress. Lawmakers warn that when they revisit the issueafter the November election they likely won’t reach agreement on as major an overhaul as some deem necessary. USPS lost $5.2 billion in the third quarter of fiscal 2012, $2.1 billion more than during the same time period in 2011.

Health care for current retirees is paid for from the Postal Service's general operating budget and will not be affected by the default. The agency’s inability to make its payments will not affect mail delivery or employee pay, said USPS spokesman David Partenheimer.

The Senate passed a postal-reform bill this spring and its architects have derided the House for stalling on a vote on its version of the bill. The two bills have some similarities, but would address retiree health care prepayment obligations differently. The Senate bill restructures the prepayments to make them more manageable; the House bill, which passed out of the House Oversight and Government Reform Committee earlier this year, requires the agency to pay $1 billion of its fiscal 2011 prepayment obligations and make up the remainder in fiscal 2015 and fiscal 2016.

RUSH: 'MANIACAL' DEMOCRATS 'SET TO IMPLODE'

PALM BEACH, Fla. – With Election Day less than 11 weeks away, top-rated radio host Rush Limbaugh says Democrats are “set to implode,” becoming more “maniacal” and going to war against each other.

“Obama isn’t looking happy. Nobody on the Democrat side is looking happy,” Limbaugh said this afternoon. “These people are at war with each other and they’re getting, even if it’s possible, more maniacal in their TV appearances.”

Two national polls out today by Gallup and Rasmussen have Mitt Romney ahead of President Obama by two percentage points, while an Associated Press/Gfk poll has Obama leading by one point.

While analyzing the surveys, Limbaugh explained, “You can detect trends, and in swing states, Romney and Ryan are gaining ground. And in some places, it’s small but it’s perceptible. There’s something happening out there. And I frankly have been of the opinion that – and I’ve been very careful saying this – but you’ve heard me say it. If the election were held today, I think we’re looking at landslide. I thought that a week ago. I don’t want to say this too often because political situations are too volatile as the [Todd] Akin thing illustrates.”

Akin is the six-term Republican congressman from Missouri whom some Republicans are urging to quit his race for the U.S. Senate after suggesting a woman’s body can shut down a pregnancy after a “legitimate rape.” Akin has apologized for the remark and said he will not withdraw from the race.

Limbaugh said Democrats are “saying some of the craziest, wackiest things, and the Akin thing is unfortunate, but I think the Democrats are – I don’t want to say this too loud either ’cause I don’t want to affect what their inclinations are – but I think they’re set to implode over this. They have these hot-button, boilerplate issues that cause them to go to Page Two of their playbook that’s 30 years old.

Poll: 40% Say US Turning Into a Socialist State

The perception that America is turning more socialist is not just a fringe view, according to a Monitor/TIPP poll. Debate over the size of government could influence November elections.

Two of every five Americans today say their country is evolving into a socialist state.

That finding, contained in a new nationwide poll, highlights a central debate in the 2012 election campaign and a major challenge for President Obama.

The "socialist state" survey is just one many indicators that Americans are worried that the federal government is growing too large – a feeling that works against Mr. Obama's reelection hopes.

In a Christian Science Monitor/Investor's Business Daily/TIPP poll completed last week, 40 percent of respondents generally agreed with the statement: "The US is evolving into a socialist state." That outnumbered the 36 percent who disagreed. About one-quarter of respondents expressed a neutral view or said they were unsure.

The same poll asked other questions that took America's temperature on the size of government. A majority said it should not be the government's role to redistribute wealth, and a majority said they prefer "a smaller government providing less services."

Those results, taken together, indicate an opening for Obama's Republican challenger, Mitt Romney. He's trying to seize it.
