SURPRISE: Massachusetts Is Home To America's Worst-Performing ObamaCare Exchange

Massachusetts is struggling under ObamaCare. In the state that “inspired” the Affordable Care Act (ACA), with almost universal coverage and a functional exchange, most would assume the transition to the federal law would be largely cosmetic. Yet many BayState insiders have been surprised by the number of brick walls the state has run into during early implementation and are privately expressing deep concerns about the road ahead. Massachusetts is now home to the nation’s WORST-performing exchange.
It’s time the rest of the country take note.


The ACA’s impacts will be widely felt in Massachusetts – from the premium rollercoaster ahead for small businesses to the largely non-functional exchange website, run for by the state-based exchange known as the Connector. Due to the ACA, a majority of small companies will see “extreme premium increases.” As a result state leaders have been reduced to begging the federal government for last-minute waivers and grace periods. In addition, residents will face a disproportionately heavy tax burden to finance the new law due to its industry mix, high-cost insurance and the commonwealth’s higher than average incomes.

To add insult to injury, the Massachusetts exchange has failed in spectacular fashion and lags far behind the federal site in terms of progress toward fixing the problem.
State Has Enrolled .02% of First-Year Goal, 5% Of Three-Month Goal
Recently released U.S. Department of Health and Human Services (HHS) enrollment data through the end of 2013 put a fine point on how bad the situation is at the exchange. The goal for enrollment by March 31, 2014 is 250,000. As of the end of the year, the state had successfully enrolled 5,428 people. Compare that to Oregon, which many consider to be the worst exchange in the country. At 0.8% of the first-year goal, their enrollment of 20,000 looks robust in comparison.
The Connector has recently walked back the 250,000 goal, saying their real goal is 200,000 by March. To meet even this lower threshold, the exchange will have to successfully enroll and collect payment from 3,138 individuals every business day over the remaining 62 days of open enrollment. At their current conversion rate of moving those that have created an account through to selecting a plan, they will need 1.4 million total applications to be started to hit 200,000 in just over two months. This in a state with about 6.5 million residents, the vast majority of whom are on employer-sponsored insurance and one-quarter of whom are on Medicaid.

Legislative Bipartisan Criticism Aims at Covered California

Responding to a state senator’s call for an investigation into the marketing budget of California’s Obamacare exchange, the agency says it is in great financial shape and even received high marks for an audit conducted last year.
“By 2015/16, we project a reserve of over $184 million,” Covered California spokesperson Anne Gonzales told CalWatchdog.com. “We are putting aside a healthy amount of federal grant money and plan to draw on our reserves until our enrollment starts generating income.”
But GOP state Sen. Ted Gaines, R-El Dorado Hills, who is vice chairman of the Senate Standing Committee on Insurance, said the agency will be $78 million in the red during the next fiscal year. He was incensed to learn that Covered California spent $1.37 million on an advertising campaign featuring a lurid Richard Simmons web stream that is now on YouTube.
Gaines learned about how much the “Tell a Friend, Get Covered” campaign cost from a Jan. 30 CalWatchdog.com article and then demanded an audit of Covered California on same day. He had initially asked for the financial information in a letter to Covered California Director Peter Lee, but it had gone unanswered when the article appeared.

Covered California’s detractors aren’t limited to the Republicans. Late Monday, state Sen. Norma J. Torres, D-Chino, introduced Senate Bill 972, aimed at fixing “problems experienced by consumers” – lackluster customer service, a low Latino sign-up rate and inaccuracies in the provider directory, a press release stated.

18 Visits from Sebelius: What Did President Obama Know and When Did He Known It Before the Botched Healthcare.gov Rollout?

 Health and Human Services Secretary Kathleen Sebelius was in frequent contact with President Obama and senior White House aides before the disastrous launch of the federal ObamaCare exchange last year.

While Sebelius has said the president was not aware of HealthCare.gov’s problems, more than 750 pages of documents obtained by The Hill through a Freedom of Information Act request show she made scores of visits to the White House.

The documents reveal that Sebelius met with or attended calls and events with Obama at least 18 times between Oct. 27, 2012, and Oct. 6, 2013, including at least seven instances in which the two were scheduled to discuss the new healthcare law, according to the secretary’s draft schedules.

She had breakfast or lunch with Pete Rouse, considered one of Obama’s closest advisers, at least three times. Moreover, Sebelius had scheduled calls or meetings with Valerie Jarrett, an Obama confidante, and White House chief of staff Denis McDonough.

Sebelius also met with or had calls with Chris Jennings, then a White House senior healthcare adviser, at least seven times in the roughly yearlong period.

The schedules suggest Sebelius was an active White House presence in the months leading up to the botched rollout, and raise new questions about why Obama wouldn’t have known about the problems that were exposed on Oct. 1.

HHS said in a statement to The Hill that Sebelius is often on the White House grounds.
“She is frequently at the White House for meetings on a wide range of topics, including the implementation of the Affordable Care Act. As we have also said, the Affordable Care Act is more than just a website, and consistent with other significant policy initiatives, there was coordination across the Administration on a broad range of policy and implementation topics,” said the agency.

Since last fall, when lawmakers began calling for her ouster, Sebelius has maintained that Obama was in the dark about the glitches that plagued HealthCare.gov.

“No, sir,” Sebelius told CNN’s Sanjay Gupta on Oct. 22 when asked if the president knew of problems before the site’s launch.

Obama has similarly said that he wasn’t aware of any issues.

“On the website, I was not informed directly that the website would not be working the way it was supposed to. Had I been informed, I wouldn’t be going out saying, boy, this is going to be great,” Obama said in a Nov. 14 press conference.

School Board Official Sends Bizarre Message on Islam, Secret 9/11 Codes on Live TV

A Florida school board official delivered a strange, barely comprehensible message in a televised meeting this week. Vice Chair Angie Boynton sent a message to someone that involved something about her daughter possibly being held hostage, something to do with Islam, and a secret 9/11 code she cracked and sent to George W. Bush.
Whoever she was sending a message to, she wanted them to know, “You don’t have my daughter hostage.” She told this mysterious person that she “cannot bow down to Islam in the sense that I was raised to love and respect God, the god that I know.”
She said it was “quite rude” of this person to threaten her or her daughter, but went on to describe some truly odd thing she supposedly did for this person.
“I broke a code and sent it to George Bush, the president, former President George Bush. But I also sent it to former Governor Jeb Bush. And I think that my actions in breaking that code down, coming where I’m from, will let you know that it was about 9/11.”
She concluded by saying, “There was someone who wanted to hear something on TV, so I hop I pleased you.”

Aspen airport shuts down for Michelle Obama

First Lady Michelle Obama apparently halted private-jet traffic at Aspen airport as she landed for a weekend of skiing while President Obama headed to California.
Michelle, with her daughters, Sasha and Malia, was expected to touch down in Aspen Friday to spend Valentine’s Day and Presidents Day weekend away from her husband, who was meeting late Friday with Jordan’s King Abdullah II in Rancho Mirage, Calif.
Mrs. Obama’s arrival amid tight security was expected to delay the arrival of other wealthy vacationers on private jets at the Colorado ski resort. One source said, “Some of those heading into Aspen were whining that they’re shutting the airport for an hour so nobody can get in on their private jets on a high travel day.” The weather in New York and in Aspen caused further delays. The White House did not get back to us about the first lady’s arrival.
Aspen airport’s director of aviation, Jim Elwood, declined to discuss Mrs. Obama’s travel plans, but said, “Typically when VIPs land, we do not close the airport, but hold other traffic for a few minutes.” He added, “This is one of our busiest weekends of the year and we expect several hundred planes today.”
Mrs. Obama was spotted with her daughters at Aspen’s Buttermilk ski area over Presidents Day weekend in 2012 and 2013.
Last year, the Obama family stayed at the home of Aspen Skiing Company owners Jim and Paula Crown, who are big Democratic donors. Their security team occupied a house next door.

Dear Comrade Goldi,
I can tell you one way to make it more difficult for “beginning workers and poor people” to advance. If you raise the minimum wage, they’ll be likely to be hurt worst, first.
People advance economically by gaining experience and thus bringing more value to an employer, not by passing capricious laws.
According to a BLS survey done in 2011, only 5 percent of workers who make hourly wages are at or below the federal minimum wage to begin with. Of the 1.7 million people who receive minimum wage salaries, 54 percent are aged 24 or below even as 80 percent of the workforce is 25 and above. So despite accounting for only 20 percent of the workforce, we see that minimum wages are more concentrated in those “beginning workers and poor people.”
When you are younger and lack skills you make less money.
Only a liberal would have difficulty understanding this obvious fact.
Powerful or Pitiful?

Curiously-- and damningly too-- 2.1 million of the 3.8 million at or below the minimum wage are accepting wages below the federal minimum.

State of Union Disregards Economic Freedom

The Los Angeles Rams announced they were moving to St Louis. President Clinton gave Mexico $20 billion to bail out the peso. Baywatch babe Pamela Anderson married rock-n-roll bad boy Tommy Lee. And, the Index of Economic Freedom made its debut.
It was 1995.
This month, the Wall Street Journal and the Heritage Foundation published the 20th edition of the Index. Its findings starkly rebut President Obama’s State of the Union assertion that “opportunity is who we are.”
As for his claim that “the defining project of our geneation is to restore that promise [of opportunity]. We know where to start” … well, the index suggests otherwise. At least when it comes to this administration.
In every year of the Obama presidency, America has lost ground in economic freedom. When Mr. Obama first entered the Oval Office, the U.S. ranked sixth in the world. This year it dropped out of the Top 10, tumbling into 12th place.
Indeed, economic freedom has declined for seven straight years in America, and it’s the longest losing streak of any nation in the world. We are no longer even counted among the world’s “free” economies. Two years ago, the Index reported that the U.S. had become merely the land of the “mostly free.”
The Bush-era recession can’t be blamed for this sorry state of affairs. That recession’s impact spread worldwide. Other nations had to grapple with the same challenges, and did so far more successfully.
The president’s speech might lead you to believe the decline results from all the stuff Washington hasn’t done. But that’s got it completely backwards. All of the government initiatives pushed through by the administration — higher taxes, even greater spending and vast new regulatory regimes–have acted like a giant millstone weighing down the American economy.

KIRSTEN POWERS: Well, I think his explanation is probably the true explanation, that they need to do this, but at the same time, it's now gotten to the point where it seems like there's an exemption made for pretty much everybody except for individuals. A lot of people who have really been screwed over by the law, you know, who are left without insurance or with extremely expensive insurance. So, I think that Ron Fournier of The National Journal wrote something that ran today about --

POWERS: The headline is why I'm getting tired of defending Obamacare. And I'm going to say amen, brother, because it's exactly how I feel. People who have supported the law, who support universal health care, are constantly put in the position of having to defend this president, who has really incompetently put this together, rolled it out, and that's why he has to do this. It's why he has to keep doing this, because it's not working.


Demonomics

This week the big story was the tag end of the old JournoList gang trying to spin gold out of the dross of the Congressional Budget Report. The CBO report projected that by 2021 under ObamaCare more than 2 million full-time workers will find it financially advisable to quit work entirely or switch to part-time jobs in order to get more subsidies for healthcare insurance. To most of us who studied real economics or just paid attention to human nature, subsidizing indolence means you'll get more of it.

But to the airheads on the left and their JournoList spinmasters -- the very people who believed in their hearts that young, healthy workers would willingly pay more for their health insurance to subsidize older, sicker Americans and learned nothing from the failure of that prediction , this devastating CBO report spelled out a wonderful new world of possibilities for American workers at the bottom rungs.

Barack’s Assault on Work Merely His Latest Stupid Insult Against Common Sense

The confounding statement by Obama’s spokesman regarding whether Americans under ObamaCare will choose to work is nothing short of appalling and nonsensical. Certainly, of all the myriad attacks Obama has launched against Americans, this may be the most fundamental and perverse. For what kind of a person, let alone leader, tries to persuade others that work is an option?

That Barack has unbiblical and even anti-Christian ideals has been noted since his advent. But this recent broadside against work is a new low. For it is in the Garden that God commands Adam and Eve to be productive. But to reject this is to collectively turn our backs upon wisdom, common sense, experience, and revealed wisdom.

So what is Barack up to in his 2-term attack upon productivity? From a Marxist perspective, there are a number of reasons to oppose full-employment. First, since the US has a capitalist system, this must be overturned. Second, since capitalism is more highly productive than socialism, it must be shut down so as not to make Marxism suffer by comparison. Third, if Marxist revolution is needed to create a socialist utopia, then this will more likely happen if more people are out of work. Fourth, since unemployed people are more psychologically unwell, the more joblessness we have, the more dissatisfied will be Americans with the current system, and therefore more supportive of revolution.
