One congressional leader is saying there could be a big problem with the group that was tasked with holding Hillary Clinton accountable during her time as secretary of state.
Senate Judiciary Chariman Chuck Grassley sent a letter to Chair of Council of the Inspectors General on Integrity and Efficiency as well as Secretary of State John Kerry with questions about the State Department’s inspector general during Clinton’s tenure as secretary of state.
The State Department IG had an interim head for more than five years, and Grassley want to know whether Clinton was involved in keeping the position temporary.
Grassley called the absence “egregious” and pointed out that the temporary IG was there for Clinton’s entire term, making her the only secretary of state to never sit under a full-fledged watchdog since the IG was created in 1957.
“Every agency needs a permanent, independent inspector general,” Grassley said in a statement. “The position is too important to assign to a placeholder.  An acting inspector general doesn’t have the mandate to lead, and he or she might not be able to withstand pushback from an agency that doesn’t want to cooperate with oversight.”
Grassley has requested a slew of record related to the temporary inspector, Harold Geisel, and why he was in charge for so long. He also pointed out that in the short time since a permanent inspector general was put in place, substantive revelations have come out about a top Hillary aide inappropriately influencing an ambassador nomination.
“The Obama Administration should answer for why it allowed that to happen,” Grassley said in a statement. “There’s been no transparency on the reason for the lack of an appointment for so long. “We’ll never know the extent of the damage to good governance caused by this lapse, but it’s fair to say some of the problems exposed lately probably could have been prevented with a permanent inspector general in place.”

President Obama and Donald Trump see immigration differently. The President’s aggressive executive action on immigration is still being litigated, and Mr. Trump proposes action of a different kind. In the meantime, tax credits and refunds for illegal immigrants have become controversial. Mr. Trump says illegal immigrants get $4.2 billion in tax credits. He can point to a 2011 audit by the Treasury Inspector General for Tax Administration. It confirms that individuals who are not authorized to work in the United States were paid $4.2 billion in refundable credits.

It sounds crazy, and yet one source says Trump is the one being unfair, taking this out of context, and not counting their taxes paidBear in mind that undocumented immigrants cannot legitimately get Social Security numbers. However, they can file taxes with an Individual Taxpayer Identification Number or ITIN. They are not supposed to get the Earned Income Tax Credit, but they can receive the additional child tax credit.
That, rather than Mr. Trump, is the culprit. Mr. Trump might also point out the arguably bigger flap over the illegal immigrants whose status would be legitimized under the President’s executive action. That boondoggle is arguably even bigger, involving the Earned Income Tax Credit. Yet, it is the same refundable tax credit responsible for billions in fraudulent refunds. 

The recipe goes like this. First, get a Social Security Number, then claim the Earned Income Tax Credit for the last three years. Then, wait for the IRS to send you three years of tax refunds. The gambit could apparently work even if you never paid taxes, never filed a return, and worked off the books. And the IRS says this is the way the Earned Income Tax Credit works.

Cautious IRS Commissioner Koskinen himself explained the seemingly bizarre result to Sen. Charles Grassley (R-Iowa). Illegal immigrants covered by the President’s amnesty deal can claim back tax credits for work they performed illegally, even if they never filed a tax return during those years. This written responsclarified the IRS chief’s earlier statements, confirming that illegals can get back taxes.

Earlier this year, Mr. Koskinen said that to claim a refund, an illegal immigrant would need to have filed past tax returns. Yet the IRS chief later corrected himself and said that they can claim the money even if they never filed tax returns in the past. According to the IRS, illegal immigrants granted amnesty and Social Security numbers can claim up to three years of back tax credits.

The IRS says a 2000 Chief Counsel Advice on this issue is correct. With the amnesty, illegal immigrants could receive tens of thousands of dollars in tax refunds. Calling the three year tax refund perk a mockery of the law, Senator Grassley noted that illegals would be able to claim billions of dollars in tax benefits.Although the President hasn’t backed down, U.S. Rep. Patrick McHenry introduced the No Free Rides Act. The bill would not stop illegal immigrants from filing tax returns, but would prohibit those workers from using the Earned Income Tax Credit.

“My bill is a direct result of the (IRS) announcement,” said McHenry. “It’s very simple. If you’re not here legally, you should not be able to access the Earned Income Credit. It’s for the American taxpayers who are trying to make ends meet.” Rep. McHenry noted that even if undocumented workers were employed in the past, many may have used Social Security numbers that didn’t belong to them.
“President Obama’s immigration action giving millions of illegal immigrants Social Security numbers marked an unprecedented executive overreach,” said McHenry. “Now, we learn that these same people, whose first act on American soil was breaking our laws, might be eligible for up to $24,000 in tax credits. This is simply unacceptable. By introducing the No Free Rides Act we ensure these illegal immigrants will not receive any more benefits intended to help American families.”

Congressman Sam Johnson (R-TX) has also reintroduced his No Social Security Numbers and Benefits For Illegal Aliens Act.

Clinton campaign Abedin's history at State Department poses liability for Clinton White House bid

Huma Abedin -- a close aide to Hillary Clinton at the State Department and now a top campaign official -- is facing more questions about her activities at the agency, causing potential problems for Clinton’s presidential bid.
A federal judge ordered the State Department to have Clinton, Abedin and Cheryl Mills, another Clinton aide when she was secretary of state, confirm they have turned over all government records and describe how they used Clinton’s private server to conduct official business.
They had until Friday to turn over the information “under penalty of perjury.”
Clinton is already facing questions about using the server and private email accounts while she was the country’s top diplomat from 2009 to 2013.
The former secretary of state has turned over about 55,000 pages of private emails but deleted those she deemed personal, resulting in voters increasingly doubting her trustworthiness, according to recent polls.
Some emails show the extent to which Clinton's closest aides managed the details of her image. Abedin, for example, sent her an early-morning message in August 2009 advising Clinton to "wear a dark color today. Maybe the new dark green suit. Or blue."
Clinton later held a joint news conference with the Jordanian foreign minister. She wore the green suit, according to The Associated Press.
Abedin has for months been facing scrutiny about being part of a controversial State Department program that allowed her to work part time at the agency and have a private sector job.
She went from full-time deputy chief of staff for Clinton to a part-timer, then started working for Teneo, a consulting firm led by former President Clinton aide Douglas Band.  
The agency’s inspector general’s office this spring confirmed an investigation on the matter and on email exchanges between Abedin and Clinton.
Iowa Republican Sen. Chuck Grassley, chairman of the Senate Judiciary Committee, has since 2013 led the effort to learn more about Abedin’s time at the State Department.

State Department Hid Clinton Aide’s Special Job Status, Grassley Charges

State Department officials “failed to disclose” a special employment status granted to Cheryl Mills who was former Secretary of State Hillary Clinton’s chief of staff, according to Sen. Charles Grassley.
Mills was designated a “Special Government Employee,” and may have “abused her access” for the benefit of former President Clinton and the Clinton family’s foundation, Grassley, the Iowa Republican, charged Tuesday in a letter to Secretary of State John Kerry.
Grassley is chairman of the Senate Judiciary Committee.
Special government employee status allowed Mills to be paid simultaneously for several months in 2009 as Clinton’s chief of staff at the State Department and as a member of the board of directors for the Clinton Foundation
The SGE designation also exempted Mills from certain criminal and civil conflict-of-interest ethics laws that usually cover federal employees, as well as from other regulations governing outside income and affiliations while on the government payroll.
As chief of staff, Mills was one of a small circle of State Department officials who reviewed the former chief executive’s proposed speeches and business arrangements to prevent conflicts of interest with Mrs. Clinton’s duties as secretary of state.
Clinton was paid millions of dollars for the speeches by foreign governments, individuals, foundations and corporations.
The Grassley charges widen the group of State Department employees who received the special designation during Clinton’s tenure as the country’s chief diplomat.
