No Progress Since the War on Poverty Began Half a Century Ago

Eleven days ago, President Obama took the opportunity at Georgetown University to defend the government’s 50-year experiment in anti-poverty welfare programs.  The president claimed:

It is a mistake for us to suggest that somehow every effort we make has failed and we are powerless to address poverty. That’s just not true. First of all, just in absolute terms, the poverty rate, when you take into account tax and transfer programs, has been reduced about 40 percent since 1967.

The president assumes that after spending $22 trillion (in inflation-adjusted dollars) on federal and state anti-poverty programs since the Great Society’s inception in 1964, a 40% reduction in the poverty rate would be some sort of victory.  But is this statistic even meaningful?  Has there really been a substantial reduction in the rate of American poverty since LBJ declared an “unconditional war” on poverty half century ago?  Has this incomprehensibly vast sum really gone to waste?

Yes, it has.  After you take into account the transfer payments themselves, such as means-tested tax credits, food stamps, welfare checks, and other handouts, not including Social Security or Medicare, and after adjusting for inflation, there has been no significant reduction in poverty itself.   

In 2014, the Census Bureau reported that the American poverty rate was 14.5%.  In 1965, the very first year the War on Poverty programs began, it was 17.3%.  In sum, $22 trillion purchased not even a 3% reduction in real poverty.  Even this “reduction” is illusory, because the poverty rate fluctuates year by year with the rate of the economy growing or slowing.

Americans’ personal data shared with CIA, IRS, others in security probe BY MARISA TAYLOR

WASHINGTON — U.S. agencies collected and shared the personal information of thousands of Americans in an attempt to root out untrustworthy federal workers that ended up scrutinizing people who had no direct ties to the U.S. government and simply had purchased certain books.

Federal officials gathered the information from the customer records of two men who were under criminal investigation for purportedly teaching people how to pass lie detector tests. The officials then distributed a list of 4,904 people – along with many of their Social Security numbers, addresses and professions – to nearly 30 federal agencies, including the Internal Revenue Service, the CIA, the National Security Agency and the Food and Drug Administration. Although the polygraph-beating techniques are unproven, authorities hoped to find government employees or applicants who might have tried to use them to lie during the tests required for security clearances. Officials with multiple agencies confirmed that they’d checked the names in their databases and planned to retain the list in case any of those named take polygraphs for federal jobs or criminal investigations.

It turned out, however, that many people on the list worked outside the federal government and lived across the country. Among the people whose personal details were collected were nurses, firefighters, police officers and private attorneys, McClatchy learned. Also included: a psychologist, a cancer researcher and employees of Rite Aid, Paramount Pictures, the American Red Cross and Georgetown University.

WSJ op-ed writer Elizabeth O’Bagy fired for resume lie

The Syria researcher whose Wall Street Journal op-ed piece was cited by Secretary of State John Kerry and Sen. John McCain during congressional hearings about the use of force has been fired from the Institute for the Study of War for lying about having a Ph.D., the group announced on Wednesday.

“The Institute for the Study of War has learned and confirmed that, contrary to her representations, Ms. Elizabeth O’Bagy does not in fact have a Ph.D. degree from Georgetown University,” the institute said in a statement. “ISW has accordingly terminated Ms. O’Bagy’s employment, effective immediately.”

O’Bagy told POLITICO in an interview Monday that she had submitted and defended her dissertation and was waiting for Georgetown University to confer her degree. O’Bagy said she was in a dual master’s and doctorate program at Georgetown.

Kimberly Kagan, who founded the ISW in 2007, said in an interview that while she was “deeply saddened” by the situation, she stands by O’Bagy’s work on Syria.

”Everything I’ve looked at is rock solid,” Kagan told POLITICO. “Every thread that we have pulled upon has been verified through multiple sources.”

Paul Gigot, editorial page editor of The Wall Street Journal, told POLITICO in a statement that “we were not aware of Elizabeth O’Bagy’s academic claims or credentials when we published her Aug. 31 op-ed, and the op-ed made no reference to them.”
