States Using Obamacare Dollars to Fill Budget Holes Instead of to Fund Child Health Programs

In March 2010, while the details of Obamacare were still being hammered out, Rep. Nancy Pelosi (D-Cali.) famously declared to a frustrated and bewildered American public, “But we have to pass the bill so that you can find out what is in it away from the fog of the controversy.”
Congress did pass Obamacare, and citizens and states have steadily been finding out what’s actually in the legislation ever since.
One of the recent “finds” includes a provision that will shift to the federal government a significant amount of the financial burden previously placed on states for the funding of the Children’s Health Insurance Program.
CHIP, formerly called the State Children’s Health Insurance Program, was created as part of the Balanced Budget Act of 1997 to help states provide insurance for children in low-income households who are not eligible for Medicaid. According to the Centers for Medicare and Medicaid Services, an estimated 8.1 million children were enrolled in CHIP in fiscal year 2014.
To help offset the expected growing costs of Obamacare to the states, legislators included a provision in Obamacare that shifts all or nearly all of the CHIP burden to the federal government, beginning this year.Sarah Ferris reports in The Hill that under Obamacare, states will not pay more than 12 percent of CHIP expenses, and 11 states plus Washington, D.C. will not contribute anything. In previous years, federal contributions to CHIP amounted to 65–83 percent.
Shifting the CHIP burden to the federal government could free up as much as $6 billion for states over two years. Special-interest groups and advocacy organizations say the increased federal funding should only be used to improve CHIP, but instead of expanding or shoring up CHIP programs, many states are choosing to use those dollars to help fill budget holes completely unrelated to health care.

[UPDATE] Tennessee Backtracks On Decision To Replace “Mother” And “Father” With “Parent 1” And “Parent 2″…

The governing agency that oversees documentation for the entirety of the Tennessee state court system has reportedly reversed a controversial decision to remove “mother” and “father” from an official form in exchange for the more general terms “parent 1″ and “parent 2.”
The Tennessee Administrative Office of the Courts reportedly backtracked on its initial decision to amend the “permanent parenting plan” form — a document that details arrangements between parents in the event of divorce — after receiving feedback from the public, according to a statement given to conservative commentator Todd Starnes.
“After receiving feedback regarding a recent change made to the permanent parenting plan form, the AOC has reviewed the procedures and determined that, before making any changes to the form, the AOC should consult with the Domestic Relations Committee of the Tennessee Judicial Conference,” read a statement from the office. “We have reverted to the previous form and the Committee has been notified.”

A representative for the Tennessee Administrative Office of the Courts did not tell Starnes why the initial change was made and a request for comment have not yet been returned to The Blaze.
“This is political correctness gone absolutely amock,” said Kendra Armstrong, a family law attorney who brought the issue to Starnes attention. “It’s just ridiculous.”
It is unclear if the Domestic Relations Committee of the Tennessee Judicial Conference will green light the initial change or if “mother” and “father” will continue to be the standard for the form, though a change might be expected in the wake of gay marriage legalization.

Report: Hillary Asked For More Security in Benghazi, Obama Said No


Last night, it was revealed that Secretary of State Hillary Clinton had ordered more security at the U.S. mission in Benghazi before it was attacked where four Americans, including U.S. Ambassador Christopher Stevens were murdered by Al-Qaeda but President Obama denied the request.
The news broke on TheBlazeTV’s “Wilkow!” hosted by Andrew Wilkow, by best-selling author, Ed Klein who said the legal counsel to Clinton had informed him of this information.
Klein also said that those same sources said that former President Bill Clinton has been “urging” his wife [Hillary] to release official State Department documents that prove she called for additional security at the compound in Libya, which would almost certainly result in President Obama losing the election.
Klein explained that everyone knew what was happening in Benghazi from the CIA to the National Security Agency and that there’s intelligence cables that have not been released.
Wilkow asked, “If everybody knew this including the White House, who would have given the order to go in and save the ambassador?”
Klein, “The President…he should have given the order to use the rapid reaction force…”
Wilkow, “Not Petraeus?”
Klein, “Well it has to come from the president.”
Wilkow also asked Klein about Valerie Jarrett who’s the Senior Advisor to Obama and Assistant to the President for Public Engagement and Intergovernmental Affairs, and her role in this cover-up.
Klein said, “We don’t know but we can only assume that every action that the president takes, and he said so, he is on the record saying “I don’t take any actions without passing it by Valerie Jarrett”... so we have to assume that Valerie Jarrett whose also by the way, hooked into the Chicago campaign line…she has a direct line to David Axlerod, was a part of this whole cover-up in the White House.”
