OBAMA ADMINISTRATION THREATENS STATES ATTEMPTING TO DEFUND PLANNED PARENTHOOD

AP Photo/Susan Walsh

The Obama administration is threatening states attempting to defund Planned Parenthood–those trying to stop the flow of their Medicaid funds to the abortion provider–with potential violation of federal law and, ultimately, the cutting off of Medicaid funds to those states.

Following the release of investigative videos exposing Planned Parenthood’s practice of harvesting the body parts of aborted babies for potential sale to biomedical companies, Alabama, Louisiana, and New Hampshire have canceled their Medicaid contracts with Planned Parenthood, as CNSNews.com reports.
Other states are in the process of considering similar action.
In Wisconsin, for example, state Rep. André Jacque (R) is attempting to address all the layers of government funding of Planned Parenthood that are under control of his state in several pieces of legislation. While Gov. Scott Walker and the state legislature have redirected about $1 million annually from Planned Parenthood to a Women’s Health Block Grant, the abortion giant’s affiliate in Wisconsin still receives between $15 and $16 million in taxpayer money annually, mainly through Medicaid and Title X “family planning” funding.
The Centers for Medicare and Medicaid Services (CMS), which is part of the Department of Health and Human Services (HHS), has stepped in, however, reports The Wall Street Journalto warn these states that they may be in violation of federal law because, by blocking Planned Parenthood’s reception of Medicaid funds, it says women could lose access to essential preventive care, such as cancer prevention screenings.
In an HHS guidance document from 2011, the Obama administration said states are not allowed to exclude providers from Medicaid solely on the basis of the types of services they offer.
According to the WSJ report, should the states continue to block Medicaid funding to Planned Parenthood, they can request a hearing to settle the matter; however, should the conflict continue, CMS could cut Medicaid funds to the state.
Spokesmen for both Louisiana Gov. Bobby Jindal and Alabama Gov. Robert Bentley said their states are not in violation of federal law since their Medicaid contracts with Planned Parenthood give either party the right to cancel it at will with a notice period: 30 days for Louisiana and 15 days for Alabama.
The HHS guidance, however, also says that states can exclude providers from Medicaid funding if their engagement in certain criminal acts is proven, a provision that many believe is the case with the videos of Planned Parenthood’s top medical personnel discussing the sale of aborted baby organs and body parts.
“This really hasn’t been tried before,” said Casey Mattox, senior legal counsel at Alliance Defending Freedom. “Planned Parenthood has contracts with states that can be terminated for cause. In other situations the contracts were not terminated for cause.”
The Obama administration threatened to cut off Medicaid funding several years ago from Texas, when former Gov. Rick Perry redirected federal Title X funds to family planning centers in his state that are not affiliated with Planned Parenthood and other abortion providers. When Perry prohibited funding for low-income women’s health centers to go to Planned Parenthood clinics, the Obama administration argued the action was a violation of federal law and threatened to cut off Medicaid funding. Undaunted, Perry decided to fund the low-income women’s health program completely with his state’s own money.
In the wake of the release of the investigative videos by the Center for Medical Progress, White House press secretary Josh Earnest deferred to Planned Parenthood, stating the organization says it follows the highest ethical guidelines on medical research.
President Obama is a known champion of Planned Parenthood, the nation’s largest abortion provider. In April of 2013, he was the first sitting president to deliver an address to Planned Parenthood, which was founded by eugenicist and racist Margaret Sanger. He promised to stand with the organization against what he described as efforts to “turn back the clock to policies more suited to the 1950’s than the 21st Century.”
After praising the organization for its 100-year existence, Obama told Planned Parenthood, “God bless you.”
Planned Parenthood President Cecile Richards has enjoyed a close relationship with the White House from the start of Obama’s presidency. According to a report atCNSNews.com, an online record of visitors shows that Richards has visited the White House 39 times since Obama took office, beginning January 20, 2009–the day he was inaugurated.
Since then, Richards has met with Obama alone at least three times and First Lady Michelle Obama at least twice. Additionally, she met with the President and his wife together another four times. She also attended the President’s second inaugural on January 20, 2013.
Richards met with David Plouffe, former senior adviser to the president, four times and current senior adviser Valerie Jarrett five times. She has also met with many members of the Obama administration, including former White House Chief of Staff William Daley, Office of Management and Budget director Shaun Donovan, and current Chief of Staff Denis McDonough.

Planned Parenthood CEO Cecile Richard’s Daughter Helps Lead Hillary Clinton’s Campaign

The daughter of Planned Parenthood president, Cecile Richards, has worked on a number of pro-abortion campaigns and is currently helping out her mother’s friend, Hillary Clinton.
Politico reports that Lily Adams joined the Clinton campaign last spring as Iowa’s press secretary. Adams is Richards’ oldest daughter and she previously worked as the Deputy Communications Director for the Democratic National Committee.
In past elections, Iowa has been a battleground for Democrats and abortion groups like NARAL, Emily’s List and Planned Parenthood have dumped tons of money into their political campaigns. For example, in 2012, Planned Parenthood spent $1.4 million on pro-abortion ads in Iowa. In 2008 and 2012, Obama carried the state by 54% and 51.99% respectively. However, in 2012 Republicans won the governorship, and in 2015, they won the Senate race.
Last year, Clinton unsuccessfully tried to convince Iowans that to be pro-woman is to be pro-abortion. At a pro-Braley rally, she said, “It’s not enough to be a woman, you have to be committed to expand rights and opportunities for all women.” Of course, we all know how that turned out; pro-life Joni Ernst took Iowa in the Senate election.
In January 2014, Richards bragged about her daughter’s pro-abortion views In an interview with Elle Magazine.
She said, “Lily is blessed with all the right genetic material and she’s rich with DNA [for it]. It’s been wonderful to see her in her various roles since college, and her confidence! I think she was three years old when my mom ran for governor and she seemed to, at a very early age, pick up on a lot of the lessons about that campaign. So it’s been really exciting to see her now use it professionally. I will say one of the funniest things now is to get an email from Lily, and her role at the DNC, talking about the very issues that I work on everyday—Planned Parenthood or women’s rights. That’s pretty gratifying.”
On social media, Adams promotes Clinton and Planned Parenthood every chance she gets just like her mother. In fact, most recently she expressed support for the abortion giant after videos showed their top executives haggling over the price of aborted babies’ body parts, admitting to altering procedures to obtain salable organs and casually discussing ways to perform “less crunchy”abortions to procure intact organs.

Enough with the Softball Questions; It's Time We Start Really Questioning Cecile Richards

Enough with the Softball Questions; It's Time We Start Really Questioning Cecile Richards
After watching Andrea Mitchell’s softball interview with Cecile Richards, President of Planned Parenthood, I was hoping Andrea Mitchell, or anyone, would ask her the following questions:
With more than 300,000 abortions per year and only about 1,800 adoption referrals per year, does Planned Parenthood provide equal counseling regarding both options for women?  Which option provides more revenue and donations for Planned Parenthood?  Is this what Cecile Richards means when she says “the facts are on our side”?
Many couples endure long waiting lists to adopt an adopted child and will assist birth mothers.  How is this addressed with pregnant women at Planned Parenthood?  Does this fulfill Cecile Richards’ statement that Planned Parenthood “helps women plan their family”?
Does harvesting fetal tissue or organs make the abortion less safe or create more discomfort by virtue of possibly increased time in doing the harvesting procedure or different harvesting techniques?
When fetal tissue or organs are harvested with consent, can the consent be given by minors without parental, guardian or judge approval?  Can a minor alone agree to a potentially riskier abortion procedure that involves harvesting organs?
Do the companies purchasing the fetal tissue and organs from Planned Parenthood make financial donations to Planned Parenthood?
Senator Claire McCaskill stated on the “Morning Joe” show that they “have already cleared Planned Parenthood in an investigation in Indiana.”  Were they cleared on all the issues I have raised here?

Would Women Be OK Without Planned Parenthood?

Will women have access to the health services they need if the government defunds Planned Parenthood?
That depends on whom you ask.
“Absolutely,” said Jay Hobbs, communications director for Heartbeat International, a pro-life organization that assists with pregnancies.
“If Planned Parenthood were gone tomorrow, the nation’s 2,500 pregnancy help centers, medical clinics, maternity homes and non-profit adoption agencies would continue to offer true choice, true empowerment to every mother who is facing an unexpected pregnancy.
Kathleen Eaton Bravo, founder of a pro-life network of medical clinics calledObria Foundation, has a different response.
“No,” she said bluntly.
Are we ready in the pro-life community to meet the needs of those women? No. I’m sorry to say, after 40 years, no.
Two decades ago, Bravo quit her job as a successful businesswoman to challenge organizations like Planned Parenthood in California, where in 2011, more than 1 million abortions were performed.
She has since opened five pro-life clinics and one mobile unit, which have helped save “thousands” of babies from being aborted. (Bravo said her organization has a “conversion rate” of about 80 percent, saving more than 6,000 babies.)
But if Congress defunds Planned Parenthood, Bravo believes that the pro-life community isn’t ready to handle the number of women they would need to serve.
“We are reactive in the pro-life movement. We are not proactive,” Bravo said. “The issue is, if we defund Planned Parenthood … we don’t have a competitive medical model under a branded name to compete.”
Out With the Old, In With the New
Planned Parenthood Federation for America President Cecile Richards has said stripping the organization of its federal funding would restrict “millions” of women from access to fundamental health care services.

Besides providing abortions, the organization offers breast and cervical cancer screenings, birth control, STI testing and treatment and well-woman exams.
Planned Parenthood claims that millions of low- and middle-income women across the country rely on these services.
Grace-Marie Turner, president of the Galen Institute, a nonprofit that focuses on health care policy, believes that these services are not exclusive to Planned Parenthood. If the organization were defunded tomorrow, she said, “women would still have access to services.”

(CNSNews.com) – Planned Parenthood President Cecile Richards, head of the taxpayer-subsidized abortion giant currently facing a firestorm for allegedly selling body parts harvested from aborted babies, has made personal visits to the White House 39 times since President Barack Obama took office in 2009, White House records show.
According to online records on the White House website, Richards first visited the White House on Jan. 20, 2009 -- the same day Obama first took office. Since then, Richards has met with Obama alone at least three times and First Lady Michelle Obama at least twice. She also met with president and his wife together another four times.

Richards also met four times with David Plouffe, Obama’s senior adviser from 2011 to 2013. Following Plouffe’s resignation in 2013, Richards met with senior adviser Valerie Jarrett five times between mid-2012 and the beginning of 2014.

Since 2009, logs show Richards has also met the following White House officials: former White House Chief of Staff William Daley; Obama’s former Senior Advisor for Strategy and Communications Dan Pfeiffer; Executive Director of the White House Council on Women and Girls and FLOTUS Chief of Staff Tina Tchen; Domestic Policy Council Director Cecelia Muñoz; Obama’s Senior Counsel Christopher Kang; Director of the Office of Political Strategy and Outreach David Simas; Director of the Office of Management and Budget Shaun Donovan; and current Chief of Staff Denis McDonough.

Richards also attended Obama’s second inaugural reception on Jan. 20, 2013

[VIDEO] Planned Parenthood President: ‘Militant’ Group Using ‘Sensationalized Videos’ to Smear Us

Planned Parenthood President Cecile Richards appeared on This Week Sunday morning and defended the women’s health organization against undercover videos released in the past two weeks purporting to show officials attempting to sell fetal organs for profit, something group strongly denies.
“This has been a three-year, well-funded effort by the most militant wing of the anti-abortion movement of this country to entrap doctors,” Richards said. “They were completely unsuccessful [at entrapping doctors], so now they’re using very highly edited videos, sensationalized videos, to try to impugn and smear the name of Planned Parenthood. They have zero credibility.”
Planned Parenthood in rare cases arranges the transfer of fetal tissue for medical research purposes, but denied it sold body parts for profit or altered its procedures in any way to make the sales more viable.
“If there’s no financial benefit to the clinics, why are they haggling over the cost?” Stephanopoulos asked.
“They’re not,” Richards said. “The only people that are haggling in these videos are the undercover folks…It’s completely taken out of context.”
Richards repeatedly maintained that the clinics did not benefit financially from the sale of fetal tissue, stressing that Planned Parenthood was 100% non-profit and that any money that changed hands was merely to cover transport costs. “This entire effort is a complete political smear campaign to cut off funding for basic health care for women in America,” she said.
She also defended the decision of woman to allow fetal tissue to be sold, which she said was a rare transaction anyway. “This isn’t something that should be criticized, this is laudable, that woman and their families choose to make fetal tissue donations in order to potentially save lives of other folks,” Richards said.
